Mr. Wiegand holds a Masters in Business Administration from Carnegie Mellon University's Tepper School of Business with concentrations in Entrepreneurial Management, Marketing Management, Organizational Behavior, and Strategy. He also has a Bachelor of Arts degree in Geography with a concentration on Planning and Geographic Information Science, as well as an Associates in Specialized Engineering Technology degree from ITT Technical Institute in Computer Drafting and Design
Mr. Wiegand has over seven (7) years of experience in the Geographic Information Systems (GIS) field. During his career, Mr. Wiegand has had extensive experience in the consulting, defense and intelligence, and natural gas exploration, exploration, production, pipeline, and utility industries. Clientele has included the Department of Defense (DOD), National Geospatial-Intelligence Agency (NGA), Marine Corps Intelligence Activity (MCIA), United States Army Corps of Engineers (USACE), Pennsylvania Department of Conservation and Natural Resources (PADCNR), and numerous private sector companies.
Mr. Wiegand has extensive experience in all aspects of GIS design and implementation, including application and software development, database design, web and mobile application design, data editing, conversion and analysis, and map production. He is well-versed in the full ESRI product suite and othe GIS packages including, Cellular Expert, Uptime, Socet Set, and CartoPac. Mr. Wiegand is also capable of developing applications using a wide range of programming languages and protocols, including C#, Visual Basic, Python, Java, Javascript, ASP.NET, HTML, XML. In addition, he is capable of working with a wide range of Relational Database Management Systems, such as Oracle, SQL Server, and MySQL.
Mr. Wiegand stays active in several GIS professional organizations, including the
American Society for Photogrammetry and Remote Sensing (ASPRS), the Geospatial Information & Technology Association (GITA), and the Urban and Regional Information Systems Association - Central Appalachian Chapter (URISA-CAC).
In 2009, Mr. Wiegand teamed up with several talented colleagues to form Development Faction, LLC. With the mantra of cost-effective geospatial innovation, Development Faction represents the cohesive minority within the geospatial community that offers affordable GIS solutions by focusing on open source technologies. Development Faction has partnered with several firms, including Rapid Production Marketing to bring the power of GIS to new industries.
